On July 17, at the invitation of the National Center for STD and AIDS Prevention and Control, some experts and consultants of AIDS prevention and control from MSM communities, and leaders of community volunteers’ organizations gathered once again to discuss problems of the large-scale epidemiological survey, and harmful effects other ongoing programs have exerted on it.

In the meeting, it was agreed that it is of great significance to obtain basic data of HIV infection rate of the MSM population through cooperation and efforts of all fields. In addition, ignoring basic rights and benefits of the MSM population and failing to realize that AIDS is a social problem, CDC at some regions and levels and related programs treated the MSM population as a specimen and a commercial product. This is against the basic principles of AIDS intervention. Attendees gave typical examples of such phenomena in different regions and came up with sharp criticism toward them.
The meeting also arranged some experts, community representatives and CDC staffs to supervise the large-scale epidemiological survey in some provinces and cities.
Later on, according to the opinions of some supervisors, Tong Ge, Chief Expert of GHE, wrote an article entitled Reflections on Some Problems of the Large-scale Epidemiological Survey--A Case-based Analysis, and sent it to related leaders of Ministry of Health and CDC.
